Speaking of federal responsibilities, I argue that Congress owes the DC region reparations, since its refusal to renew the streetcar franchise in the mid-1950s forced the cessation of streetcar service in 1962.
To me, they're responsible, and therefore the cost of reconstruction should be borne in large part by Congress, due to their dereliction.
