I tend to agree that people who aren't involved and won't have tax money used for a project should not have a say in something like this. In Fact the outlying areas in Austin are what caused a 2000 defeat of light rail by less than 2000 votes with over 300,000 people voting. <br /><br />It is disheartening to see people against something and able to sway opinion when they shouldn't have anything to do with it. How it is financed is the issue. In Cincinnati we have a significant break between the city proper and outlying parts of the county and Metro area.
