Because of amendments to the Urban Transit Hub Tax Credit program, including lower thresholds for companies to participate and allowing the transfer of credits, Woodmont is considering potential office projects in all of the program’s nine qualifying urban municipalities — Camden, East Orange, Elizabeth, Hoboken, Jersey City, Newark, New Brunswick, Paterson and Trenton.
“We’re looking to see if there are possibilities to relocate companies into these urban centers where they may not have been otherwise considering that location,” said Santola, whose firm is looking at two or three concrete deals under the tax credit program.

Independence Day Notes
I really like the idea of setting a baseline for ridership and road usage so you can use it for performance measures later. I hope that is what they are looking at. It might also be illuminating to see regions compared to each other. I hope they would take pedestrian and bike counts as well.

Smart Growth is killing cities!!! Or rather, it's more NIMBYs. Not that I can't blame them, we don't really need more high end housing in this region do we? Considering almost all of it is high end. And looking at it from a tax perspective, building four houses that are 250,000 versus a million dollar single house brings in the same taxes in property, but greater taxes in local services such as restaurants and groceries. Has anyone ever looked at those numbers?

Splitting the TOD Narrative
As Jeffrey Otteau, a residential analyst, put it in a recent interview, “Nothing has been able to escape the economic and financial collapse we’ve seen over the last year — transit-oriented development included.”It would be nice to see more of the following statistics in different cities.
“Nine of the top 10 housing markets in the state have rail stations,” Mr. Otteau pointed out in a recent report, adding that “the new tunnel just increases the appeal of downtown living.”What I would like to see come out of this is more planning so that in the next boom cycle more development is transit oriented. We really need to start thinking about value and allowing people to save money instead of pushing them to spend it in certain sectors such as transportation. That is the whole premise of the green dividend which is one way we need to start thinking about sustainability, that of the pocketbook.

54% of Cincinnati jobs (City of, not region) are in the core. That is some pretty good job density, excellent for transit.

In DC, 43% of folks in the core walk or take transit. Would biking get them over 50%? In transit zones in DC, in and outside of the core, the number of people who walk bike or take transit was 42% in 2000.

Personally I think asking bikers to pay a user fee on roads that are generally paid for out of local sales, income, and property taxes is silly. A lot of the times bikes aren't even allowed on freeways which are paid for with gas taxes that people think pays for streets, but doesn't. This is the same as asking urban dwellers who do own a car but don't use freeways or state highways to subsidize the folks who do even more. Sure they get indirect goods movement benefits but they could also pay indirectly for that with a little higher price at the store, much like people pay for free parking at grocery stores through more expensive goods.

Mad press for Streetsblog. An article in Planetizen about discusses how they are trying to change the urban discussion. And the founder Mark Gorton got some good press in Wired. For those annoyed with Muni, Gorton is looking for the solution!
Portland, Oregon has already used his open-source software to plan its bus routes. San Francisco, whose MUNI bus system is a frequent target of criticism, could be next to get the treatment. Gorton says he's in talks with the city to supply transit routing software for MUNI that will do a much better job of keeping track of where people are going and figuring out how best to get them there. San Francisco "overpaid greatly" for a badly-supported proprietary closed-source system that barely works, according to Gorton, putting the city under the thumb of a private company that provides sub-par support.Good luck with that. We hope it works out.
"They're frustrated and thinking about replacing it completely, and see the value of open-source because then they won't have any of these support problems," he said. "And they won't be constantly at the mercy of the private companies that have these little mini-monopolies."

When Three Ps Come Up Aces
What is most interesting is that this is a public private partnership (PPP) in which New Jersey provides the tracks and the casinos provided the railcars and operating costs. I wonder if they will get commuters as well? Though $50 might be a bit steep, the seats look comfortable. However it has been a long time coming. It has been in the works for a while and still hasn't started though this time its slated for Feb 6th.

Employment, Residential Booming Near Transit
The state’s new Urban Transit Hub tax-credit program, which took effect in January for sites near mass-transit stations, is already stimulating the market, real estate specialists say, even though it applies in only nine cities.It's great because its predicated on locating near transit so even if these offices move out of Manhattan, people can still get to work on transit, and it opens up less invested areas for dense employment development.
Mr. Pozycki said the tax credit program is a crucial reason why SJP decided to move forward with its third corporate center building in Hoboken, which had sat on the drawing boards for nearly four years. (During that time, SJP shifted its focus to the hot Manhattan office market, and has begun construction of 11 Times Square, a glass-and-steel tower at Eighth Avenue and 42nd Street.)
On the opposite side of the country, Salt Lake City is seeing more building permits for dense housing near transit. From the Salt Lake City Tribune:
Industry insiders say surging gasoline prices, a sagging economy and energy-policy uncertainty due to the presidential chase have combined to create the latest condo spurt. And it's no coincidence the new league of lofts are located near TRAX light-rail lines.

TRAX spine gets lofty: Open-plan lofts and energy-efficient condos are sprouting along the TRAX spine on the fringe of downtown. There is the funky Angelina's Corner on the curve of 700 South and 200 West and ultra-green Rowhaus just north of the baseball park on West Temple, and there are hundreds of units planned at Market Station, a walkable development slated for the warehouse district in South Salt Lake.

LRT Vehicle Design Elements

Whether its a Porche designed tram from Skoda to one of the older PCC's that used to run in most american cities, appearance has mattered a great deal to patrons. Recently tram designs have gone from functional designs that served tram companies from the 50s, 60s, and 70s to the more stylish models that are seen today. Some will say that today's designs aren't as classic. Below are a few examples.
The Trams in Prague are functional and to those who ride them familiar. Many of you know my favorite below, the Siemens Combino Supra "Caterpillar". It's a bit boxy but others such as the Siemens SD70 Avanto used in San Diego, Charlotte, and Houston are much more streamlined.
Seats:
Now some don't think this is very important, but there are a few who push the need for soft seats every chance they get. It's important to be comfortable, especially as Light Rail travels further out of the city and people need to sit longer. I noticed that seats in Denver had nice cushions while the Muni LRVs here have hard seats that I wouldn't want to sit on for very long and don't. I usually stand, but its not uncomfortable for the few minutes I'm on. The PCC seats remind me of school bus rides in 9th grade. They aren't super plush but they aren't uncomfortable either.

Complaints about trams aren't just for folks in the United States. A blogger in Prague has been complaining and for some of the commenters, it seems a bit like sour grapes. There is also a facebook group against the new trams as well which my dad happened to take a photo of this fall in Prague.
Accessibility:
This is a major issue and drives a lot of decisions in planning for new light rail lines, streetcars and tramways. Buses, even low floor, have ramps that can be flipped up and down. Many light rail vehicles have level boarding which means they pull up next to the platform and there is no need for a ramp or bridge plate. This makes the train more accessible, especially since in trains, wheelchairs don't need to be strapped in with belts as they do in buses.

This brings up another important consideration of LRV design which is aisle width. Moving around inside of the vehicle is important. A currently cited issue with many BRT vehicles is that the aisles where the wheel wells are very narrow. Light rail of the low floor variety is rather wide in the center.

All of these things are important. Depending on the length of the trip, some are more important than others. More standing room in streetcars is better because there are lots of ons and offs while LRVs need more seats for longer distance passengers. And then there is the future. What will future designs bring? I've only covered a few of the most discussed elements but does anyone have more of what they look for in a LRV?

Corzine Says Invest Near Transit
In the final days of the lame-duck legislative session, Gov. Jon Corzine is pushing a bill to give tax credits of up to $75 million to companies that build or lease offices in urban centers within a half-mile of a transit station.
The measure to create "urban transit hubs" will have simultaneous hearings today in the Senate Budget and Assembly Appropriations committees. The seven-page bill, introduced two weeks ago, is expected to be voted on in both chambers Monday, the last day of the session.
"We're excited about the concept and we're really looking forward to answering questions the Senate and Assembly might have about it," said Gary Rose, chief of the Governor's Office of Economic Growth.
The bill is meant to expand on the idea of transit villages -- initiatives to curb urban sprawl by encouraging residential development in urban areas near mass transit -- and apply it to the corporate world. It would offer tax credits as an inducement to invest in offices in struggling cities rather than far-flung suburbs.
The Sierra Club isn't so happy with the idea and we always see folks that are skeptical of tax credits. Perhaps if the suburbs had to pay their fair share of infrastructure instead of the usual road freeloading, we wouldn't need incentives to lure companies to cities or to build more urban headquarters.
