I think that, when you consider the current limits of A) The counties that participate in MARTA and B) The amount of funding MARTA can expect they can't plan much wider than this.
With one exception - I think they ought to be studying the once-planned Brookwood/Northside/Howell Mill axis. I can guess why they aren't, though - construction costs there would be so high now that they probably get a much better bang-for-buck elsewhere.
