I read that interview this weekend, and it sounded serious. Isakson could probably get additional southern support in the senate from Lamar Alexander and a few others. Here's hoping.
I think a pro-rail bill could succeed if coupled with a pro-nuclear component which provided for government re-insurance of nuclear facilities. I think this could lure enough R's on to make some progress.
