Ryan asks what some good books are on Rail Policy. I'm not sure if this is what he was looking for, but I think Stephen Goddard's Getting There is a good read.
"Off the Rails" the story of the privatization of railways in England and all the problems that ensued, is a good one.
It is admittedly a rather one-sided account, but it does show how it probably makes sense to never privatize infrastructure (track, signals, safety equipment) and that privatizing operations may make more sense.
