A shift like that happens every year on the Metro, too. Same on the NY subway. That's just how it works. The system is still carrying a larger than projected load.
The only reason im sure is that august does not have as many major events uptown as does July. bseides a number that small is well within the margin of error on the infared counters on all of the trains. In other Charlotte news, Elizabeth Avenue, streetcar tracks and all will be opening up by october 6th. Now if we could just get the streetcars...
It was a hard spot to take pictures of, the city had the whole surrounding area pretty well blocked off. However if someone at CPCC took pictures from their windows those would be good. There’s even more transit news in charlotte yet in today's Observer: http://www.charlotteobserver.com/local/story/217637.html to summarize: Keith parker wants to bundle three projects into one application- the NE extension, the North line and improvements to the South Corridor. The NE line will now cost 900 million and apparently CATS has its foot in its mouth because they are going to rebuild the platforms for 3 car trains. If only they would have done it right the first time… seems to me like they’re setting themselves up again by not building the NE line past 485.

Some of that might be seasonal.
