A high speed rail connection will soon be forged between Helsinki and St. Petersburgh Russia. I imagine that would be quite the beautiful trip.

Looks like Gavin was talking a bit too fast for the bus boys at AC Transit.
Fernandez told Newsom that if he wants the first phase of the Transbay Terminal project delayed until funding is secured for the rail piece, terms of an agreement between AC Transit and the Transbay board may be ''threatened or violated.'' He asked the mayor to clarify his intentions.

The Fort Worth Streetcar is moving forward. Kevin updates us and notes that they are thinking of paying for part of the capital with toll revenue.

The Marketing Worked...Too Well?

No one I know thinks the Caltrain baby bullet is actually fast in terms of overall speed. Especially when compared to say a Shinkansen, TGV, or ICE train. But the marketing seems to have worked so well, some on the peninsula are asking, why do we need high speed rail if we've already got the Baby Bullet. The HSR Compatability Blog answers that question in full detail. The short answer, there is a reason it's only a baby.

Pushing Hard or Hardly Pushing?

Where was Gavin during the campaign? I know a lot of people like Gavin, but I can't stand his moves on transit. It just seems like he's never pushed very hard for big ideas and he's always kind of floated in the wind when it comes to them, waiting till the last minute to voice the right answer. Sometimes he's all wrong on auto issues like allowing cars into Golden Gate park on the weekends.

Why isn't the TEP getting a French push like HSR? How come its not getting hammered in right now? He could be a real leader on that. I'm glad to see he's behind HSR. But it would have been nice to hear him scream about it during the campaign.

Climate Change Lip Service

Actress Emma Thompson says this:
"I don't understand how any government remotely serious about committing to reversing climate change can even consider these ridiculous plans,"
What was she talking about? Well Greenpeace bought a small parcel of land that would have been a part of a new runway scheme at Heathrow Airport. They expect to subdivide it into a lot of parcels and sell them to environmentalists so that the government has to deal with hundreds of people instead of just the initial land owner. Do they not have eminent domain? This could push the issue on HSR as well which has been floated as an alternative to the next runway.

But her quote strikes a chord. It seems to me that all these people are talking big on climate change (ahem Arnold) but when it comes down to it, they won't make the tough decisions or do the right thing. Heck, California legislative leaders should be absolutely ashamed of themselves.
When democratic lawmakers presented their proposal for balancing the state budget, there was one little thing they didn't mention: It would have all but eliminated funding for public transportation -- not just next year but in perpetuity.

Post Christmas Day Linkage

I limited my internet access over the past few days in Bakersfield (would have been nice to take HSR down there) and am now catching up completely with my reader. Posting will be light over the next week as I just kind of zone out for a bit. One thing I miss about college is that month long sleep break we got around Christmas time. I'm gonna take some time with sparse posting. In any event, here is some linky goodness.

The Tram that serves OHSU in Portland did an amazing job keeping people working there linked to the city during the snow storm.
The tram, which extends from a streetcar stop in South Waterfront up to OHSU, helped the hospital keep running through the worst of the snow. With buses unable to make the trip up to Marquam Hill, OHSU kept the tram running until midnight so that patients and staff could get up to the hospital and back down the hill again.

California HSR could get $20B from the stimulus. That would be a great contribution to the future of California, just like the aqueduct was many years previous. Personally, I'd like to see us hire Dutch engineers for New Orleans and California's Levee problems. I know its off topic, but its something that needs serious attention too and will benefit for many years to come.

More on the big push from Congressman Oberstar.
Oberstar said, "We're going to rewrite the whole book on this thing." The stimulus package is the prologue to a broader effort to show that mass transit is not just a good idea; it's a vehicle America can ride into the future.
This makes me think there needs to be a name for our movement. Something simple. The Big Push? Any suggestions?

This seems a bit much to me. $668 million for a crossover track between Walnut Creek and Concord on BART?? Isn't there a better use for that money? Anyone know anything about this?

Final Administration Push on HSR

Seems kind of strange that the DOT would be looking at HSR, though I think its a plot to do it more privately than publicly. It's kind of the last gasp of the Bush administration. Perhaps it will go somewhere, but with the economy, It's seems kind of like an empty gesture.

Forgetting Something?

It would be a nicer Transbay Terminal and more like Grand Central if when it opened it actually connected to some rail lines. Platforms deep under the are nice, but shouldn't they have reason to hold passengers? Perhaps a new subway line? Caltrain Extension? HSR? Here's a Fantasy Map I've shown before. The biggest white dot is the Transbay Terminal site.

A Change of Direction for Texas?

I was disheartened by the lack of urgency from Lawmakers in Austin though I guess it is to be expected in Texas. The Dallas-Fort Worth area has been working on this commuter rail plan for a number of years and it seems as if there is a local leadership consensus on the matter. But lawmakers seem like they are already calling it dead.
State representatives from the western side of the Metroplex lined up Wednesday in support of Rail North Texas — a proposal to create new taxes, with voter approval, and build a regionwide web of commuter trains.

But the lawmakers warned elected leaders from Tarrant, Johnson and Denton counties that their chance of success in the legislative session that begins in January is a long shot at best. Attempts to win approval for commuter rail failed in 2005 and 2007.

But this morning there was some other interesting news. Kay Bailey Hutchinson is looking to run up against Rick Perry for Governor in 2010. If she won, this would be a shift in transportation policy from the Trans Texas Corridor of clear cutting to perhaps a more balanced approach that could be friendly to rail. I'm not sure where KBH stands on livable community stuff like biking and walking (though she was a mindless supporter of drill baby drill), but her support for rail would bode well for the Texas High Speed Rail project (she's written bills before with Joe Biden) and local light rail lines. She's worked hard to get funding for DART and even helped Houston some when Tom Delay and John Culbertson snubbed their nose at Houston's future.

We'll see what happens, but past work on behalf of transit on the hill has been fairly good, and amazing if you compare her to the current Mr. 39% (Rick Perry, not GWB).

Amtrak Names New Chief

Got the news today that Amtrak named a new CEO, Joseph Boardman. It seems like he has rail experience but much of it recently has been with the Federal Railroad Administration. They haven't been too accommodating or friendly to passenger rail lately, especially light rail lines that run next to freight. They have also been averse to DMU commuter lines such as in Austin.

Much has been written about this and I'll refer you to this article by Light Rail Now! on the FRA's past and current issues with passenger rail. All first impressions lead me to believe that Boardman will be good, but we'll know when we get there. Perhaps the Kerry bill will push folks forward as well.

In Defence of Background

Two posts on very progressive sites I have come to trust have popped up lately about the High Speed Rail line in California that are very disturbing. First is one by Ben Adler who writes for Campus Progress (and Politico) which is an offshoot of Think Progress, a progressive organization with such valuable insight from writers such as Matt Yglesias who I read and link to often. The second one is from The American Prospect which links to the first article.

The opinion is that the $10 Billion raised for the High Speed Rail line should be spent on local transit instead of intracity transit in part because money was not raised this election cycle for local transit. He mentions that HSR was the only progressive smart growth measure on the ballot in California. What?! I must have made up all of those measures in the California section of my election night post. Dana Goldstein at the Prospect calls it light rail which of course immediately turns me off to anything any article says if it isn't light rail. Apparently everything counts as light rail today to reporters, including people movers, commuter rail, HSR, and now laughably bus rapid transit(ie: light rail like!). But Dana's commentary is based on the same idea that no money was raised for local transit in the election.

What this does to me is shows that they don't get transit at all and aren't really paying attention. That's ok, I understand, it's not everyone's cup of tea. But what annoys me about it is that the lack of research to formulate an opinion that a lot of people read and trust. This makes me less trustful of the blogosphere in general. If people can't get thier facts right or understand a little bit of history (ie: they should be upset that $3 Billion has been funneled away from transit by the state but don't seem to bring up that fact) when they write opinions on something I'm deep into, what is to say that they aren't doing this when its a subject I don't quite understand?

I know that there are places I can trust. I love Grist, and I know they know about the environment and will put a lot of effort into facts. I trust them to get it right. I know Ryan and AC will get economics stuff right. There are also a ton of transit and livable communities blogs out there that I don't know what I would do without too. Here on this site I try as much as possible to back up my opinion with numbers and opinion from other smart people but it really bothers me when two organizations and bloggers write something that a lot of people read with background that is completely wrong and using tactics I come to expect from the Reason Foundation. But I also appreciate when commenters call me out for something dumb I said. We're not all immune to stupidity sometimes.

In addition, a poster gave Robert a hard time on Dana's post since they felt he was getting snotty because someone had a separate opinion than he did. He was rather pointing out what I was saying above about facts. I would usually say ok if they were defending quality work, but getting your facts wrong is not grounds for defending diversity of opinion. Having an opinion is fine with me, but let's get the background straight first.

I'll leave with a good comment from frequent commenter Bruce McFadden about the false spending dichotomy that has been set up in this country and in the initial post by Adler.

It is not unreasonable to ask the question of spending priority, but it is always unreasonable to ask the questions in terms of setting priorities between different transport modes that happen to use the same technology.

That is, the following system makes no sense at all:
1. $X set aside for rail. Allocate between light rail, mass transit, regional passenger rail, and freight rail.
2. $Y set aside for roads. Allocate between city streets, industrial parks, state highways, federal highways, freeways.

And in perpetuating that process of proposing to establish a priority rankings within pools based on technology instead of based on transport task, that is precisely what Ben Adler is supporting.

When divided up by transport task, the money required for the HSR line is substantially less than the money required for the available alternatives ... road and air.

David Goldberg argues that the old economy of autocentricty could be over. According to a recent study in Australia written in part by the super awesome Peter Newman, $85 million dollars in up front infrastructure costs are being wasted per every 1000 housing units built on the fringe. With the $250 million in transport costs that could be saved as well, thats a lot of money thrown away.

As I've mentioned previously, many of the people that I've talked with on my trip have mentioned that transit is not good where they are, and it's a deciding factor not just in what neighborhood they move to, but what city they move to. We don't have any data yet on the West Corridor, but anecdotally, I have seen a lot of competition for properties on the west corridor. We lost a bid on a property that was listed for around $100,000, even though we bid $25,000 over the list price.

Robert as usual has the goods. Anyone else tired of people falling for the "I'd like another proposal besides this one later because now is not the right time" crowd? It's never going to be the right time for someone out there. Or the guys like O'Toole and Cox that say, we're huge train fans, we just think they cost too much blah blah blah.

An interesting discussion I had tonight with a colleague. He reminded me that the Howard Jarvis people that wrote the Anti Prop 1a junk study with Wendell Cox are the same folks who got Prop 13 passed...

In typical conservative fashion, Paul Weyrich, usually a staunch supporter for transit says no on high speed rail for California. Good thing he doesn't live here. I imagine he's never driven I-5 either. He uses the reason foundation explanation as to why he opposes it. Robert if you're counting Hoovers vs. Keynes, here's another Hoover for you. He does say this about the project:
Unlike the Reason Foundation, I do not think that this project would be a white elephant.
He goes on to deride the ridership estimates like everyone else who doesn't know why they are called "estimates". You know, like the estimates to sell bonds for these grey elephants.

A report on the Purple Line and all its noise and impact issues was released yesterday. The article did not talk however about particulate matter released from an internal combustion engine even if hybrid on the bus. Wonder if that was in the report.

Leaving Town? Some in Seattle say they will leave if the region doesn't pass the transit measure. I think there are some big issues that will come about if the transit measures around the country don't pass. What it might mean is that the region is left flat footed without a plan if and when the next transportation bill provides more money for transit. If we go into new deal spending, the regions that have transit plans in the Space Race will benefit from instant recognition that they have projects ready to go.
