They have transit fever in Salt Lake City. A state representative is proposing even more taxes to build out the light rail system and a Davis streetcar. What did they put in the water up there? I need to get some of that stuff.

Meeting Hints at Greater Transit Funding from Obama Administration

I was reading through an article on Mayor Ralph Becker snagging stimulus money for Salt Lake City and noticed a passage that stood out near the bottom:
Becker on Friday also huddled with Obama's Transportation Secretary Ray LaHood, whom the mayor says suggested Salt Lake City's transit plans dovetail with the White House's so-called Livable Communities Initiative. There is "no question" that will translate to a bigger Beltway bankroll in the future for streetcars and a downtown TRAX circulator, Becker said.
Salt Lake City has a massive plan for expansion that includes five new transit lines and they have started recently talking about streetcars. I've seen a number of different livable communities initiatives in the past including an old FTA version and one from when Al Gore was Vice President but hadn't heard of a current one. Has anyone else heard of this initiative? I know LaHood mentioned it in his confirmation hearings but we haven't heard many more details except on the White House Urban Policy Page it states:
Build More Livable and Sustainable Communities: Our communities will better serve all of their residents if we are able to leave our cars to walk, bicycle and access other transportation alternatives. President Obama will re-evaluate the transportation funding process to ensure that smart growth considerations are taken into account.
If this is what the Obama administration is going to follow, we can see Mayor Becker's comments as a sign that they could be looking to act on it. Let's hope they do.

More proof that the Republicans are morons and have devolved to a party that just tries to win the news cycle. The cries that Harry Reid wants HSR to Vegas to get all the money is just ridiculous and is unfounded. Give me a break guys. Grasping at straws. And the fact that the media is reporting this dreck is disgusting. Yonah has more info, and it shows what kind of junk we'll have to fight back against. Good thing we've had some good training against the likes of O'Toole, Cox and the lot. Quote of the day from the LA Times...
(Dem Rep. David) Obey also took issue with Republicans' efforts to portray the rail funding as an earmark. "The worst thing that people can do in this town is to believe their own baloney," he said. Noting that funding decisions will be made by the Department of Transportation, he added, "The last time I looked, the new Cabinet secretary was a Republican."

Bills are expected to go through the Texas legislature soon that would allow Dallas - Ft. Worth to have a vote to build a regional rail network.

Salt Lake City is looking to use redevelopment districts to help pay for the streetcar. I think consultants and locals are not thinking outside the box on funding. This seems to be the first answer they come up with, as we saw in Charlotte recently. Consultants, stop being so boring!!!

Ogden, Utah Photos

I spent a few days talking about streetcars with some folks in Ogden, Utah. Fortunately or unfortunately I didn't have access to the internet the last few days because of my schedule, but I did take a few movies and pictures. I wish I would have had a little more time for a vlog but perhaps if I go back. Also, if I do disappear for a few days, you can check me out on twitter as well. I still have to figure out how to use it more effectively but for the most part its random observations when riding transit or where i'm located.

Anyway, Ogden is a really neat little city and they have a spectacular downtown with some great old buildings and the nearby streetcar suburbs . It was the center of much of the railroad's east west movements. Much to my surprise, this wasn't Salt Lake City's role. I got to see the Front Runner Commuter line from a far and took some pictures of the old downtown. I'll have some more cool stuff up tomorrow or Sunday.

And if you wonder why we should keep moving towards better land use and transit that lowers emissions...take a look at what Temperature inversions do to Salt Lake City. They just became a non-attainment area.

Trips to See the Real Thing

Using taxpayer dollars during a crunch to travel to Europe aside, it's always a good idea to bring people who have never seen transit in action to places where it works. Many have not been to places that have a diversity of transit and seen how it actually works. Many times what is in your mind is not the same as what can actually happen. I've seen this happen a number of times where people change their minds because of these trips. Trips to Portland and Europe have turned people around, much like this:
Bountiful Mayor Joe Johnson said he was so smitten that he not only dropped his opposition to a streetcar line from Salt Lake City but now prefers it to TRAX.
I'm sure there is still a lot of education, but seeing is a step in the right direction.

When Chickens and Eggs = Omelettes

Some want reversible carpool lanes, City Council members want light rail. This discussion ensues:
Regional transportation planners want to remake Foothill Drive to help carpools and express buses speed students and workers to and from the University of Utah. It's not enough for some Salt Lake City Council members, who heard the plan Tuesday but said they want light rail -- and not just up Foothill, but all the way to Park City. "Anything that encourages more cars is short-sighted and yesterday's planning," Councilman J.T. Martin said.

Martin and others said the plan focuses too much on moving cars through. Switching to light rail could help reshape land uses, leading to denser housing and new development east of the road, they said.

"What a wasted opportunity," Councilman Luke Garrott said of the Wasatch Front study. He agreed that the plan would cement the current landscape and promote cars instead of using light rail to reshape a major gateway to the city.

I don't know if I would say yesterday's planning, more like Highway Era. If we go back a little further, we did do it right. But semantics aside, he's got the right idea. But then here comes the study.
But in its study, the regional council dismissed light rail for the foreseeable future, partly because current land uses wouldn't support it, said Wasatch Front Deputy Director Doug Hattery.
So which is it? Will light rail shape the gateway or is the land use insufficient for light rail? In my experience it's both. If they put light rail there and hope for growth without any other interventions in land use or development policy, the train will end up being a worthless park and ride route to the city and university (Congrats Utes BTW).

But transportation decisions drive development policy as well. If there is no light rail, there is no reason to get away from business as usual in development. The organizing principle and parking reduction impetus is gone. Express buses and buses in general are land use serving. That is, they will follow the development instead of shaping it. I'm not sure if there is enough of a ridership base to support light rail in this corridor so don't count me committed to one opinion yet and I really don't like light rail in freeway medians, but if they design intelligently with the future in mind, or figure out a way to get what they want, they'll smartly come out of it with something better than business as usual, scrambled eggs and chicken soup.

Find Out What You're Asking For

KC Light Rail has a link to the stimulus lists for cities around the country by the US Conference of Mayors. Take a look and let us know if your city "gets it". Shouldn't their be some sort of region wide coordinated approach? It's always fun to look at lists though right?

For San Francisco, here's the link. Definitely needed things including a new control room and midlife overhauls for buses and the Bredas. I wonder if they have pong on their current control room computers.

And the city that sees this as an opportunity to do big things, Salt Lake City. Asking $403 million for five different light rail projects.

Another quirky thing, Austin asks for $80 million to update the current commuter rail line ($220 in rail asks). Does this mean electrification? Double tracking? Is that possible? What does urban rail vehicle purchases mean. Soooo confused!

Doling Out Stations

After the main station locations are decided along a commuter rail line, I've been thinking that perhaps there could be a few more auctioned off to the highest bidder. In Utah, a station location hasn't been decided but a development agreement is in place in Draper along the South End of the commuter rail line making things a bit interesting. If the developer offered to build the station and maybe that section of track, I say UTA would get a pretty good deal.

Friday Night Linkfest

More requests for the Orange Line to be Light Rail. They even quote us. But please stop using the most recent light rail line in Los Angeles is the end all of cost estimates for light rail. It would NOT cost $150 million a mile to build light rail.

Dan at HugeAssCity hopes for better urban design for the Viaduct replacement. I hope for a rapid streetcar instead of just the waterfront trolley.

I don't see why they can't charge for parking at Metro Stations during inauguration. Perhaps that would pay for the extra rush hour service that's going all day.

Good thing the opposition in Salt Lake didn't get UTA rolled into UDOT. From Transit in Utah:
UDOT puts $3.9B in projects on hold. While I have mentioned this over and over again, I must hammer this home. If a certain group of puppets from a certain so called riders union would have gotten their way and transferred UTA over to UDOT, transit funding would now moved over to highways and that is the goal of the people who run that organization.

There are seven Tram companies in Poland. Seven. Some of the models look pretty sweet.
As many as seven companies are active in the tram building market in Poland, suggesting that competition may develop in the coming years. In many ways the market is quite open, as conditions are similar in the various cities.

Too Easy to Build Roads

The Mountain View Corridor in Salt Lake City is a freeway to nowhere. It's basically a sprawl inducer and didn't have to go through any rigorous alternatives analysis to be built or have a cost effectiveness measure attached to auto trips, it also didn't need to prove that future residential infrastructure could pay for itself. And already, they are admitting the fault of freeways in general by paying for mitigation for local elementary schools. Well only little kids are in those schools and only a certain amount of time during the day. When are we going to figure it out?
The state also compromised with groups fearing the freeway's placement near several schools endangered children's lungs. UDOT will spend $3.1 million to filter air inside the schools and $1 million to monitor the air outside. It also will pay to relocate Hillside Elementary if school officials request that.
They are putting bus rapid transit in a separate parallel corridor which was a concession to environmentalists but instead of building a freeway up the corridor, why not just build a boulevard that could be used for better development and transit integration in the future. This is extremely short sighted and not very innovative. Another blown chance for a smarter way to grow.

UTA Ridership Up

JMD covers the surge in ridership at UTA. The new commuter rail line and light rail lines have been good investments. The expansion of five more lines will give the region an even better access and mobility.
It is clear that the investment in TRAX and Front Runner is paying off. Despite there being only two TRAX lines it carries 34% of UTA's ENTIRE ridership. Add Front Runners numbers into the equation and it is at 40%. When you consider the bus system covers six counties and a couple of hundred routes, it truly shows how well TRAX and Front Runner is doing.

Streetcar Networks

There are some regions which are building light rail, and some which are building light rail and streetcar networks. We see in the space race that the leaders are starting to look even further into the transit spectrum with multiple modes.

The most recent entrant? Salt Lake City
Fresh from a Northwest transit tour of Portland, Seattle and Vancouver with 28 city and business officials, Mayor Ralph Becker says a new streetcar network, beginning in downtown, is a priority for his freshman administration.
This is in addition to plans for Seattle, Minneapolis, Portland, Washington D.C., Ann Arbor, and a study starting soon in Fort Worth.

Charlotte Space Race Update

In the comments of the last Charlotte post, frequent commenter J sends us to an article about the federal application for new starts funding for the Northeast Corridor in Charlotte. It's fascinating because apparently Keith Parker who is the head of the transit authority, wants to bundle three projects together for funding. The Northeast Corridor light rail line, platform extensions for the South Corridor (since its so far over ridership they need more capacity) and the North Corridor commuter rail line.

Parker wants to bundle three projects. The first is an 11-mile extension of the Lynx to University City, which is now projected to cost $900 million. The commuter rail line to the Lake Norman area could cost between $250 and $310 million. CATS is also penciling in $50million to improve the existing light rail line. It wants to extend station platforms to handle three-car trains and also wants to buy additional rail cars.

It seems like these package deals are starting to catch on as regions are seeking to build more than one line at a time. The FTA is going to get more of these after they made the deal that they did with Salt Lake City paying for 20% of their four lines.
In August 2007, FTA and UTA executed a Memorandum of Understanding to set forth their mutual expectations for Federal financial participation in two of five projects that comprise UTA’s “Transit 2015 Program.” UTA was seeking a combined $570 million in Section 5309 New Starts funding for the Mid-Jordan and Draper LRT extensions. In return, UTA made a commitment to build, by 2015, the West Valley City and Airport LRT extensions, as well as the South Front Runner (commuter rail) extension without Federal financial assistance. The current total capital cost estimate for the five projects in the Transit 2015 Program is $2.85 billion.
Now CATS will try a similar deal getting more out of the process. What this tells me is that the process that exists now doesn't really work for regions. They are looking to fill in the gaps that were missing in the last 60 years and there is just not enough money from any source to do it.

Mountain View Corridor?

I haven't been following this project as closely as I probably should have, but perhaps some locals can shed light on the Mountain View Corridor downgrade. In the past there was a pretty big fight between those who wanted transit in the center of the freeway (usually a bad idea) versus building a freeway that was basically serving sprawl. Now it seems they'll be getting a surface boulevard. More info at the UDOT MV Corridor page. Below is the transit alternative and the light rail lines it would connect.

Short snippets like this drive me crazy. What is the $19.6 million dollars for? Is it all for engineering the light rail line? Is some of it for ROW preservation? If only for engineering why so much or so little? Is this the reason newspapers are dying a slow painful death?

Why LA Won't Get 80% Federal Funding on the Gold Line

Contrary to popular hopeful sentiments from local officials we discussed the other day, getting 80% just isn't possible for the Gold Line. After being challenged over on Bottleneck blog by Damien Goodmon (Fix Expo) on my assertion that today federal projects have to have 50% local funding to get funded, maybe 60% if you have a good ridership project that can cover your ratings, I found a GAO report that stated what I remember hearing was true.
Last year, in response to language contained in appropriations committee reports, FTA instituted a policy favoring projects that seek a federal New Starts share of no more than 60 percent of the total project cost—even though the law allows projects to seek up to 80 percent—in its recommendation for FFGAs. According to FTA officials, this policy allows more projects to receive funding and ensures that local governments play a major role in funding such projects. FTA describes the 60 percent policy as a general preference; however, FTA’s fiscal year 2005 New Starts report suggests that this policy is absolute in that projects proposing more than a 60 percent federal New Starts share will not be recommended for an FFGA.
They will not fund anything over 60%. That is unless you make a deal like Salt Lake City where they will pay 80% for one project but it will equal 20% for all projects. Hopefully this helps folks realize that while highways still get 80% and bankrupting their funding account, the mass transit account has only been allowing 50% or less matches over the last 4 years. It's actually been lower in certain instances with Dulles asking for 30%. Why the feds are able to kill that project when they aren't even close to the majority financial stake is beyond me.

Sugar House Trolley Gets the Nod in Salt Lake

The Sugar House Trolley in Salt Lake will most likely be constructed after receiving a 5-0 vote at council. It's an interesting addition to the TRAX expansion and isn't included in the 70 miles in 7 years Frontlines plan that TRAX is working on.

The cool part will be that it'll be a streetcar in its own ROW with a hike and bike trail along side. Below are pictures of the corridor.


My only question is whether they will allow the streetcars to run on the TRAX ROW towards West Valley or up to downtown Salt Lake. They should be able to operate them that way, but we'll see what happens. If I were a TOD developer, I would hop on that junction where the three lines meet.

In other Salt Lake news, an article in the Tribune has an interesting take on how the government can help the New West prosper. I think the New West is already taking steps to do remarkable things, but the following was interesting.
Brookings suggests that the federal government can help by providing better data and modeling on climate change, water and energy issues. We agree. Increased federal investment in public transportation would help, too. So would a national energy policy that reduces vehicle emissions.
Much like other types of research, the government can help lead the way on sustainability efforts.

Slow Boat to China

Another day, another China HSR expansion post somewhere in the blogosphere. When are we going to learn? Why are we sitting around doing nothing? What are we waiting for? I got an email from a reader a few weeks ago about our sloooow timeline for projects in this country. So here are some of his thoughts: J.M. I would like to comment on the sad state of affairs that exists in this country re: the time it takes to get things done. There was a time when we could rebuild a battered and bloodied aircraft carrier in a matter of days and send it back into battle. Now, with the light rail "industry" generally we seem to be falling farther and farther behind other nations when it comes to constructing anything to do with rail transit.

Couple of examples right now:

Phoenix, Valley Metro light rail. The line running north on 19th Av. is to be extended an additional 3 1/2 miles with 3 new stations. This is less than 20,000 feet of wire and rail and maybe a substation. How long to do it? From mid '08 to sometime in '12 or as much as 4 1/2 years!

Salt Lake City, UTA Trax light rail. Just announced the start of construction on the 5 mile line to West Valley City with 4 stations. This is less than 30,000 feet in length. How long? This is maybe a joke from John Inglish, the top guy, but would you believe he actually says by '15? That's 7 1/2 years, depending on how far into '15 they go with it.

I would seriously consider applying for a job as timekeeper on both of these projects. Almost any other country could do either in less than 2 years, using the standards now applicable in the trade. The problem in public transit today is not just the knuckleheads in the FTA but rather the lack of funding and slow construction timelines in cities that already have plans for expansion. China is building heavy rail subways all over the place while India is doing the same as a close second to them. Any doubt as to where the wave of the future is now?

This really is something both the "industry" and the nation should feel frightened about. In an area where the feds -with their total overview of things-( as well as having the moneybags as leverage) really should be demanding and setting some standards, nothing is being done about absurd costs and time spans. Again and again you hear the refrain "local conditions" and "prevailing supply and demand." Have you ever heard of any US project taking a look offshore to see how others do some of these things that we are so slow with? Hell no. We just laugh at "the French" and ignore any and all innovations others have made and used successfully.

Take the proposed extension of Charlotte's new light rail line. Won't be ready until 2014 or even later (the date keeps changing) but it is at least 5-6 years away. 300 miles to the northeast in Norfolk, one of the very few bright spots in the current light rail scene, they are building a new line that- while a bit shorter than Charlotte's- is very similar to it in many ways and will even use the same S70 LRVs. Scheduled to be completed in 2010 at a cost only about a quarter of the Charlotte's Line.

If the FTA had any brains at all they would be waving this one around and demanding that it become a kind of standard for other systems. Norfolk shows it can be done quickly and right and some of these other buffoons should pay attention and maybe pay a visit.

PT: Seems to me that we should be allowed to put light rail and streetcar lines back into streets that had them before. Why we need all these crazy huge environmental impact statements to put streetcars back in the streets many of them created is beyond me.
