Sprawl Is Dead! Long Live Sprawl!

What does sprawl mean anymore to anyone? In one day President Obama discusses how important it is to build an interchange and how sprawl is dead. Are those two reconcilable? Only if we define what sprawl is and how it's created. Some on the other side consider streetcar suburbs from the end of the 19th century and early 20th century to be sprawl. They would consider the the Roman Empire to be sprawl.

But we seem to forget that those neighborhoods were made for walking, and recent studies have suggested that the interconnected road networks built by streetcars and before are safer than those built just for cars. This isn't just an issue of the environment, its an issue of public health and safety. But does that lead to a simple definition of the detrimental effects of sprawl?

So what is sprawl? Is it like Larry Flint's magazines? Do you know it when you see it? To my own understanding, sprawl is development that acts as a leach, taking tax base away from central cities and spending it sooner than it can be raised. It doesn't necessarily mean low density alone because that is a part of the market, just not 80% of it. The Fresno Bee also had a story about a study done on farmland preservation in California's central valley. We're losing land fast to endless unsustainable development. But how do we get to sustainable? What is the goal there? 0% net energy usage? Then there is this dependence on oil thing.

But is it sprawl if your house is close to your job, even if you live out the suburbs? I've tried to think of what it is and what it isn't, but I can't seem to pin it down. So if we can't define it, how do we kill it?

Tell Boxer to Hit Back Hard

This is ridiculous.
Inhofe sent a letter to current Committee Chair Barbara Boxer last week expressing outrage that highways were only getting $27 billion in the Senate version of the Economic Recovery Act, and said "given the large number of ready to go highway projects and the economic benefits of highway investment, we believe the level of highway investment should be at least 10 percent of the total stimulus package," or more than $80 billion.
The worst part? She's considering doing it!!! The Chair of the Environment and Public Works committee even thinking about caving to the biggest opposition to the environment in the Senate? No way BB. T4 has the action alert.

Senator Boxer is considering an amendment to increase highway funding in the economic recovery legislation. Let her know we don't want another blank check for highways. We need to ensure that the amendment language would achieve important safety, system repair, and climate goals.

Ask Senator Boxer to support an amendment that would:

1. Give preference to projects that reduce vehicle miles traveled, like transit, bike or pedestrian projects.
2. Fast Track Highway Safety projects that improve efficiency and reduce congestion, like bridge maintenance and improved signalization.

If we don't prioritize our spending we cannot achieve our environmental, energy, and safety goals, and we run the risk of harming our state and the nation. Thank you for speaking out against another blank check for highways.

"Experts"

Case in Point, David Spurling.

"Sperling is the co-author (with Deborah Gordon) of Two Billion Cars: Driving Toward Sustainability, a book that considers the environmental impact of so many automobiles and suggests ways that politicians, car companies and the general public can curb car-ownership and reduce climate change."

While most of the talk is on technology, he discuss the roles of transit, land use, and bicycling and car-share. "Mass transit won't solve our energy and transportation problems," states Sperling. The average bus passenger contributes as much greenhouse gases as a car driver because the buses aren't full, he explains.

Wonder which O'Toole he got that data from?

Leave Something Out?

I have to take issue with reports like these. The reason being is that it seems like these folks are operating in this vacuum and aren't considering holistically what will happen in the future with these types of investments. This is part of the problem in much of the environmental community and one of the reasons why there needs to be greater education on the values of transit not just in transportation but its affects on development and land use. There seems to be this massive disconnect and I haven't seen anyone in the main stream environmental movement quite get it yet.

The World Resources Institute has issued a report that states BRT is better than LRT for the Purple Line. The question is how they came to this conclusion. It's littered with the usual objections to light rail with a few new ones for good measure. My favorite quip is the "we like light rail but not in this instance" which we've seen about a million times before. In the report, they even admit to thinking short term.
Major capital projects implemented in the near-term will shape the long-term future of transport in the region. WRI urges regional planners and other decision makers to consider current needs and concerns in the context of tomorrow’s transportation challenges, especially regarding traffic congestion, fuel costs, and climate change.
So what you're saying is that we should look at everything? Well you forgot a few things guys, like changes in development patterns, particulate matter and lifecycle costs in terms of construction. Replacing all the buses every 12 years is always good for the environment. Another annoying FTA related issue is the no build alternative. It's not really a no build but rather a basic bus service. Of course incremental change from a bus line to BRT is going to be more "cost effective". The other bus line doesn't even exist! Then there is this:
As illustrated in Figure 7, only the Medium and High Investment BRT alternatives reduce CO2 emissions, with 8,883 and 17,818 fewer metric tons per year, respectively, compared to the No Build scenario. All of the remaining alternatives increase annual emission levels compared to No Build.

Energy consumption from roadways decreases with introduction of LRT, but the resulting emissions reduction is not sufficient to counterbalance the effect caused by the high electricity CO2 emission factor. While we anticipate that this emission factor will decrease in the future due to increased use of renewable energy sources and likely GHG reduction legislation, these drivers have not been included in the AA/DEIS. Further consideration is given to the electricity emission factor in the following sections.
Again. The no build doesn't even exist, so how is the BRT line reducing emissions and LRT isn't? Well the truth is it is reducing emissions because the alternative isn't the no build but rather nothing at all. Both lines reduce GHGs in the transportation sense. What we don't know is exactly what the reductions in VMT are going to be from land use and whether the land use patterns will create more incentives to walk, creating even less car trips and development patterns that themselves save infrastructure and energy costs. Not to mention they say nothing about particulates from a single source of pollution versus multiple sources that spew along a whole corridor.

In all reality, the Purple Line should be a subway. Bringing it down to light rail is bad enough, but all the way down to bus rapid transit would be a wasted opportunity to change the corridor. But for once, could someone do an analysis that includes land use change, the issues of air pollution, the real lifecycle costs? This analysis shows how much affect the FTA policy has on what our future will look like, and that is upsetting. Let's stop leaving out the whole picture.

Climate Change Lip Service

Actress Emma Thompson says this:
"I don't understand how any government remotely serious about committing to reversing climate change can even consider these ridiculous plans,"
What was she talking about? Well Greenpeace bought a small parcel of land that would have been a part of a new runway scheme at Heathrow Airport. They expect to subdivide it into a lot of parcels and sell them to environmentalists so that the government has to deal with hundreds of people instead of just the initial land owner. Do they not have eminent domain? This could push the issue on HSR as well which has been floated as an alternative to the next runway.

But her quote strikes a chord. It seems to me that all these people are talking big on climate change (ahem Arnold) but when it comes down to it, they won't make the tough decisions or do the right thing. Heck, California legislative leaders should be absolutely ashamed of themselves.
When democratic lawmakers presented their proposal for balancing the state budget, there was one little thing they didn't mention: It would have all but eliminated funding for public transportation -- not just next year but in perpetuity.

More LaHood Background Information

I've never seen the word "Really?" on as many blogs or news articles as I did today on this pick. So I did a bit of digging and read a few emails, here's some more background on the nominated Transportation Secretary Ray LaHood.

Yonah covers in detail (as usual) a few of his past transportation details. He covers some Amtrak in LaHood's home town, making a rail ROW into a trail instead of preserving it for future service, and funding for a local road project.

Modemocrat at DailyKos has a bit of background on LaHood from a bit of a political angle for the pick. He discusses why this might be a savvy political move and how his ability to work with republicans could possibly be a boon for big infrastructure projects due to his knowledge of the appropriations process.

In the same vein at the Prospect, Dana Goldstien makes the argument that this appointment could possibly neutralize transit as an urban snob issue.

In my opinion, his appropriations knowledge and closeness to congress might be a strike against him as he is too familiar with the process and could be slow to change it (we know it needs to get deep sixed), or understand the changes that need to be made in say the New Starts program. There are a lot of little details that need changing. Will he know as Robert notes, "...the FRA's weight rules? Does he support 80/20 funding for mass transit?" Things of that nature.

Austin Bike Blog notes that LaHood is a member of the congressional bike caucus. It's quite the long list but he was supportive of Congressman Blumenaur's commuter benefits package. Looking through some back news, he was one of two Republicans that voted in committee to keep funding for bike improvements in the 2003 transportation appropriations bill. It was initially ripped out by Rep. Istook of OK. LaHood even testified on the house floor for the bike and ped enhancements.

He's not without his bad connections as well. He tried along with Rep Culbertson of Houston (who was the target of one of my first posts ever) to keep Rep Chris Bell from filing ethics complaints against Tom Delay. He also praised a member of his constituency on the floor in 1997 who was appointed VP to the Petroleum Marketers Association of America. Though he was in the Pig Book for earmarking green building tech, his environmental record is pretty shoddy.

He also supported (H/T AK) an Interstate connection to Chicago but later pulled back on that, working to fund local freeways instead.

The largest employer in his district is Caterpillar, a heavy machinery company that makes earthmovers and backhoes. He's also earmarked funds for CAT. Yes CAT machinery is used to build roads. Perhaps they should start into the rail machinery now.

Commuter Act of 2008 - To amend the Internal Revenue Code of 1986 to allow employers a refundable credit against income tax for 50 percent of the employer's cost of providing tax-free transit passes to employees.

Recognizing Importance of Bicycling as Transportation and Recreation Res

Bicycle Fringe Benefit - To amend the Internal Revenue Code of 1986 to extend the transportation fringe benefit to bicycle commuters.

As for regular transit, after his Amtrak talk and possible anti-HSR stance, there is nothing about buses or light rail anywhere, at least that I could find. I'll keep looking for more information tomorrow.

Mental Block Hop

On a loop around from our post on transit and energy usage, Matt discusses the issues of fares and the thought that transit should have little or no cost to use, just like empty roads. BUT, only if they are not crowded. That is time for congestion pricing. Empty buses, as that study showed do us no good. Heck I wouldn't mind if Muni were free during off periods. I was talking to a friend today who mentioned when he has his Muni pass, it makes him take transit more, because all he has to do is hop on. I would do the same thing, not worrying about getting quarters out of my bag. As he said, it's just enough of a mental block to discourage it, just like losing my parking spot discourages me from driving.

Transit Energy Efficiency & Lifecycle Costs

We've seen any number of calculations of energy efficiency and green house gases in transit modes. Some a bit out there because of crazy assumptions for autos. Even our favorite libertarian O'Toole played the game. The problem with all of these is that they don't consider the whole picture, or what happens when buildings are built closer together and transportation makes it easier for people to walk. But I digress.

At Rail~Volution I saw a presentation by Tina Hodges at the FTA that had some cool charts and comparisons of modes. The one I've seen before is the increase in VMT versus what CAFE standards will do. Now we've seen that there is a bit of a drop recently due to the economy but with gas prices as they are and no change in habits, I still believe this will happen.


Then here is the difference between current occupancies vs. all of the vehicles full and over the lifecycle of the vehicle in the second chart. These are based on a UC Berkeley study by Mikhail Chester that considered vehicle construction, guidway construction etc. The list of items lifecycled are at the link. Apparently buses off peak are the worst and peak are the best, even better than rail lines. Yet rail lasts longer and attracts more passengers overall so on average is better. I didn't really have time to read the 332 page tome, but if you're interested go for it.


But the most interesting in the presentation to me was the difference between the Heavy Rail modes. BART is the most efficient while Cleveland is almost as bad as a single occupancy vehicle. The relative inefficiency of the EL was surprising to me as well.

Thought this would be of interest to folks. I have to say again that its necessary to not just measure the lifecycle and modes but rather the land uses and transportation, but its interesting to learn that this work is being done.

On Systems Efficiency

The discussion of sustainability in buildings and urban places in this country is much too basic. As we keep building more sprawl, the gains in energy efficiency in buildings as well as transportation energy expenditures get worse because of increases in VMT and increases in energy use due to total buildings. This is another issue that is totally missing from discussions higher up (The Livable Community Blogosphere has been talking about this for ever). Here is what Obama mentioned in the stimulus package talk this morning:
First, we will launch a massive effort to make public buildings more energy-efficient. Our government now pays the highest energy bill in the world. We need to change that. We need to upgrade our federal buildings by replacing old heating systems and installing efficient light bulbs. That won’t just save you, the American taxpayer, billions of dollars each year. It will put people back to work.
Yes it will put people to work and is needed, but long term we need to think bigger. My point is one made by Beyond DC very eloquently when talking about the LEED architecture program which designates green buildings:
LEED architecture without good urban design is like cutting down the rainforest using hybrid-powered bulldozers - it just sort of misses the point.
But there is a whole other level to what we talk about. I think the more holistic approach to sustainability pushed by firms like Mithun is a way to go and when coupled the themes of urbanism and sustainable transport. This would lead to wholesale change in terms of energy efficiency which is a major part of sustainability. Here's a bit from Mithun's sustainable urban design plan for the Lloyd District in Portland.
The Sustainable Design Plan, in contrast, rests on a functional concept of “Pre-development Metrics” developed by the team. These measures embody a theoretical baseline representing the ecological profile of the site before there was a human presence on it. This framework was then used to create a plan that would be even more ambitious than the “beyond-platinum” goals specified in the RFP.

In effect, the remarkable notion at the heart of the plan is that intense urban redevelopment can be used to reverse existing environmental impacts, and return many of the ecological qualities of the site to those of a 54-acre, mature, mixed-conifer forest. Wildlife habitat, water and usage quality, and energy consumption are three areas where the plan establishes specific performance goals.

In terms of habitat, the pre-development metric was 90 percent tree cover, supporting a diverse range of species. In comparison, the plan attempts to reestablish 25-30 percent tree cover—an “abstraction” of a mixed-conifer forest, involving native “forest patches,” green streets, rooftop gardens, and habitat corridors. Meanwhile, provisions are also proposed for off-site habitat restoration.

In terms of water, the plan estimates the study area receives 64 million gallons of rainwater a year, and it proposes treating much of this runoff on-site. It also proposes reducing potable water consumption by 62 percent, and providing on-site sources for 100 percent of nonpotable water demand through rainwater harvesting and wastewater reuse. Energy metrics involve a number of concerns. According to the plan, the neighborhood receives 161 million kilowatt hours per year of solar energy. The plan aims to exceed the level of utilization of this energy that would be typical of a mature forest.

Among the plan’s other goals are to reduce on-site carbon dioxide emissions to predevelopment levels and create an overall carbon-neutral strategy. Since the construction industry consumes 40 percent of the global economy’s raw materials, the latter would involve giving preference to materials that employ renewable resources, that are from within 300 to 500 miles of the site, have low embodied energy, and that receive a positive Life Cycle Assessment.
Now I know this is a bit too heady for basic stimulus issues and needs to be developed further, but this is the type of thing that will lead to true sustainability. If we put our brightest minds to work to figure out how to implement strategies like those mentioned by Mithun above, we'll be a whole lot better off. We need to stop looking at things in silos and start looking more at systems in transportation, land use, habitat, and water systems.

Missing Something?

Something is missing from all this talk of Climate. We keep talking about it but how can we educate the rest of the country that just building electric cars is not going to solve their problems. Grist has a post up on the Grand Climate Plan. See what's on the list.

1. Carbon pricing
2. Efficiency standards
3. Carbon-free electricity
4. Smart electrical grid
5. Electric cars

The author, Adam Stein notes there are gaps. Most glaring to me, nothing about land use or transit. Nothing about walking or cycling. These are some of the best ways you can personally reduce your carbon footprint. I personally drive only once a week now to visit my Grandmother. When I lived in Austin I drove three or four times a week even though I lived next to the Number 1 bus, the most frequent in the city. Land use matters. But what happens when everyone gets electric cars. Are the freeways all going to suddenly free up?

But how come no one talks about it? Is it really because its not that sexy as Rachel Maddow thinks it is?



Or is it something more? What is the deep seeded want not to take transit or build denser? Part of it I know is our entrenched non market based land use system. It's not like your ultimate mobility is compromised by driving less and walking/biking more with optimal land use. Why are the livable community groups so separated from the enviros on this? I can't quite make it out.

The Green House Gas War

Here's an interesting article in Slate that talks up the difference between driving and transit and airplanes and GHG emissions. It's nothing you don't already know but a nice read complete with links to the Reason Foundation and the Center for Neighborhood Technology. Here's an interesting clip:
Secondly, you can't discuss the environmental impact of getting around without considering the infrastructure that makes travel possible. We have a tendency to focus on the environmental impact of the things that move—the cars, trains, and planes we see getting from point A to point B. But Chester and Horvath found that in some cases, construction is the biggest polluter. Roads were responsible for more particulate matter than tailpipes, for example. For rail travel, operating the trains actually accounts for less than half of a system's greenhouse-gas emissions. The implication: Making concrete and asphalt in a more environmentally friendly way can be just as important as getting vehicles to run more efficiently. In other words, it's not just the road you take, but what it's made out of, too.

A Shrinking Market Not Suitable for Rail Investment?

A lot of discussion about the auto bailout is out there by people much smarter than me so I'll leave that to them. But in a discussion about Detroit and its possible shrinking city status because of a drawn down auto industry, the Urbanophile states that transit expansion or initial construction of light rail doesn't really make sense in a low or no growth market. In the case of Detroit, he believes that a shrinkage strategy should be employed and money should not be wasted on movement and economic strategies such as light rail.
Detroit wants to build a big rail transit system. This is a variation on "silver bullet" thinking where Detroit will build light rail on Woodward and suddely life will be pumped into the city. It's possible I guess. But while that strategy might be appropriate for higher growth locations like Columbus, I don't think it is where declining cities like Detroit need to be spending their money. Detroit has much higher priority needs than this.
Perhaps this was made for greater discussion today by an article about Buffalo's light rail line, which is one of the new light rail lines that was built after the 1981 light rail return spark in San Diego. Buffalo was one of the cities that was low growth building new transit versus many of the high growth regions. Expansion also was stalled by politics and a lack of priority. Extensions have been on the books for a while and as of now, they total over $1 billion.

After San Diego, the class of the late 80's light rail included Portland, Sacramento, San Jose, and Buffalo. All of these lines have been successes in some ways and failures in others. San Jose for instance runs straight up the corridor it should, but the land use decisions along the line and its slow speed perception have doomed it so far too low ridership compared to peer lines. But we've learned a lot since then about focusing development, ridership induction, and urban design.

One thing those lines did that we know better about today is that they were designed to bring people from the suburbs to the Center City acting as extended parking lot. The lines that have succeeded the best today are those which connect multiple places and destinations. An example of this is Denver which just opened its southeast corridor just a few years ago which connects the Tech Center, Multiple Universities and downtown Denver. It has similar ridership to the Houston light rail line which connects downtown with the biggest medical center complex in the world. They both attract similar ridership with similar counts of jobs even though the lines have different distances (numbers on this are forthcoming).

The lesson from this is that if Detroit or Buffalo as shrinking/low growth cities are looking to bring people from the suburbs to downtown and hope that the line works without combining every other planning and infrastructure tool, it will be doomed to fail. A key to making expanding transit work on major corridors is the connection of destinations as well as a focusing program on bolstering those destinations.

One of the major mistakes that Buffalo made in its planning and subsequent allocation of funding was that it didn't take the line out to the University which was just a few miles further away. Cleveland, which is a city that is in a similar situation as a low growth city has made the Euclid Corridor their priority and have recently redone the whole street with BRT. They have also invested heavily with new public infrastructure and civic buildings. Obviously you know where I stand on the technology but the investment infusion and focus is something Cleveland did right. This is in stark contrast to the waterfront line which they built and just waiting for things to happen. They did not. Another simple improvement Cleveland could also do is move the Shaker Heights line further out a mile or two into a major suburban job center connecting that center with downtown with rapid transit.

So if you are a place like Detroit, Buffalo, or Cleveland which have a negative or low growth outlook, if there is a high capacity corridor that is ripe for investment, just holding back on the transit is not going to solve anything. In fact, you're taking away an organizing tool from the toolchest and increasing your longer term city and transit operating costs which all too often in these cities means service cuts, especially with a high cost energy future.

Weak market cities need those destination connections and a reason to organize or else there is likely to be a vacuum and development will happen in the business as usual sprawl fashion instead of focusing it making things even worse. Just because a city is low or slow growth doesn't mean development doesn't happen. The important thing is to be more fiscally conservative in your investments that promote new development. The long term viability of the city depends on creating value and not spending money on frivolous infrastructure such as road or water extensions that will make life even worse further down the road.

Of course these need to be long term strategies instead of short term fixes. Just building a light rail line and stepping back only works in Sim City. But if we're serious about helping these cities out, giving them the investment tools and pushing them to make the right investment decisions will go a long way towards a better livable environment, reductions in energy consumption, and long term fiscal strength.

In Defence of Background

Two posts on very progressive sites I have come to trust have popped up lately about the High Speed Rail line in California that are very disturbing. First is one by Ben Adler who writes for Campus Progress (and Politico) which is an offshoot of Think Progress, a progressive organization with such valuable insight from writers such as Matt Yglesias who I read and link to often. The second one is from The American Prospect which links to the first article.

The opinion is that the $10 Billion raised for the High Speed Rail line should be spent on local transit instead of intracity transit in part because money was not raised this election cycle for local transit. He mentions that HSR was the only progressive smart growth measure on the ballot in California. What?! I must have made up all of those measures in the California section of my election night post. Dana Goldstein at the Prospect calls it light rail which of course immediately turns me off to anything any article says if it isn't light rail. Apparently everything counts as light rail today to reporters, including people movers, commuter rail, HSR, and now laughably bus rapid transit(ie: light rail like!). But Dana's commentary is based on the same idea that no money was raised for local transit in the election.

What this does to me is shows that they don't get transit at all and aren't really paying attention. That's ok, I understand, it's not everyone's cup of tea. But what annoys me about it is that the lack of research to formulate an opinion that a lot of people read and trust. This makes me less trustful of the blogosphere in general. If people can't get thier facts right or understand a little bit of history (ie: they should be upset that $3 Billion has been funneled away from transit by the state but don't seem to bring up that fact) when they write opinions on something I'm deep into, what is to say that they aren't doing this when its a subject I don't quite understand?

I know that there are places I can trust. I love Grist, and I know they know about the environment and will put a lot of effort into facts. I trust them to get it right. I know Ryan and AC will get economics stuff right. There are also a ton of transit and livable communities blogs out there that I don't know what I would do without too. Here on this site I try as much as possible to back up my opinion with numbers and opinion from other smart people but it really bothers me when two organizations and bloggers write something that a lot of people read with background that is completely wrong and using tactics I come to expect from the Reason Foundation. But I also appreciate when commenters call me out for something dumb I said. We're not all immune to stupidity sometimes.

In addition, a poster gave Robert a hard time on Dana's post since they felt he was getting snotty because someone had a separate opinion than he did. He was rather pointing out what I was saying above about facts. I would usually say ok if they were defending quality work, but getting your facts wrong is not grounds for defending diversity of opinion. Having an opinion is fine with me, but let's get the background straight first.

I'll leave with a good comment from frequent commenter Bruce McFadden about the false spending dichotomy that has been set up in this country and in the initial post by Adler.

It is not unreasonable to ask the question of spending priority, but it is always unreasonable to ask the questions in terms of setting priorities between different transport modes that happen to use the same technology.

That is, the following system makes no sense at all:
1. $X set aside for rail. Allocate between light rail, mass transit, regional passenger rail, and freight rail.
2. $Y set aside for roads. Allocate between city streets, industrial parks, state highways, federal highways, freeways.

And in perpetuating that process of proposing to establish a priority rankings within pools based on technology instead of based on transport task, that is precisely what Ben Adler is supporting.

When divided up by transport task, the money required for the HSR line is substantially less than the money required for the available alternatives ... road and air.

GMing the System

For years the auto industry hid behind Jon Dingell as they constantly lobbied against requirements to raise fuel efficiency. No more hiding behind those coat tails. Waxman is in charge. Now let's not forget what Waxman has done in the past. His own constituent pandering led to a ban on federal funds being used for a Westside Subway, one that would have been much cheaper than it is now. That's not to say that prudence wasn't necessary after the explosion, but once it was deemed safe to tunnel it shouldn't have stayed a ban.

He recently redeemed himself when he helped to lift the ban, but let's hope there aren't any more of these types of issues. To be fair, I don't see any of these problems arising and I see a new generation shift. We're looking at the environment, energy and transportation different than before. And the vote today shows that shift happening.
Sources inside the Democratic House Caucus say the vote against outgoing Energy and Commerce Committee Chairman Rep. John Dingell turned partly along generational lines - with young turks lining up against the old - and partly because of Dingell's record on environmental issues.
They would have gotten away with it, if it weren't for those pesky kids.

A Green Deal

Time Magazine has some commentary I can believe in. A New New Deal:
But not all government spending is created equal. Obama needs to pump serious cash into the economy in a way that promotes his long-term priorities. That means billions for energy-efficient and climate-friendly infrastructure like wind turbines, solar panels and mass transit, but nothing for new sprawl roads that ravage nature and promote gas-guzzling.
He's right, water and other basic infrastructure is complicit in the growth as well as roads. Doing things that can focus future growth in sustainable ways should be on the top of the list. Arnold and others would do well to pay attention to this.

The Green Facade Falls Hard

We knew he was faking after all of those cuts to transit funding, but give me a freakin break. The Governor plans to circumvent the new California Sprawl law to build highways. This is not green. This is not any color close to green. It's the new black death.

Now, according to sources in the state legislature, the Schwarzenegger administration is proposing to waive all greenhouse gas and pollution restrictions for large transportation and flood projects as part of the "economic stimulus" package proposed for the legislature's special session, convened last week.

Under the administration's proposal, any transportation project funded "in whole or in part" with bond funds would be exempt from comprehensive environmental reviews. That would include most new roads and freeway expansions, which will facilitate millions of new car and truck trips, adding tens of thousands of tons of planet-warming carbon dioxide and other pollutants to the atmosphere.

Individuals Make the Difference

In an article in the Wall Street Journal (Via City Fix), it seems as if Americans control their Carbon Destiny.
U.S. consumers have direct or indirect control over 65% of the country's greenhouse-gas emissions, according to new statistics tallied by consultant McKinsey & Co. The figure for consumers in the rest of the world is just 43%. Americans, largely because of how they drive and how they build and use their homes and offices, lead some of the most energy-intensive lives in the world.
It's not just how they drive and build, it's where. The placement is the greatest determinant. Driving cars a long distance to work and the store versus walking can make a difference.
Passenger cars account for 17% of U.S. emissions -- something consumers could affect by driving more-efficient cars or by driving less. Residential buildings and appliances contribute another 17% of emissions, underscoring the impact consumers could have if they lived in smaller buildings, or added more insulation, or bought a more energy-efficient model next time they replaced their washing machine.
